SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing & Contracting (hereinafter the “State”) is seeking to establish a contract to provide Clerk of the Works services for the Coolidge Historic Site Renovation and Gravel Pathway Improvements Project in Plymouth, Vermont. 1.1.1. The architect is SHKS. The construction contract is under award. 1.1.2. The work includes renovations to the Homestead, especially the foundation, and an accessible pathway and sitework throughout the historic village. The drawings are attached. 1.1.3. The clerks draft schedule is 02/16/2026 - 07/14/2026 1.1.4. The COTW must be present for construction meetings held every other week. 1.1.5. The COTW is required to be on site during active construction, and is anticipated to be onsite a minimum of 4 days a week, and an average of 25 hours a week. 1.1.6. The initial contract hours will be based on a BGS estimated construction duration of 52 weeks, though the actual construction schedule may be less than this once submitted by the contractor. 1.1.7. Onsite communications are limited. Public WiFi is available year-round at the adjacent visitor center, but there is no WiFi at the Homestead or most of the surrounding village. Cell service is limited, but reportedly available from Verizon.
