The services required encompass the utilization of the City of El Centro Analysis of Impediments to Fair Housing Choice and Fair Housing Action Plan completed in April 2024. The following are the five broad task services required, collectively the “Fair Housing Services.” Task #1: Processing of Housing Inquiries Responses will be made to all inquiries regarding illegal housing discrimination based on race, sex, national origin, marital status, familial status, physical and mental disability, religion, and all other arbitrary forms of discrimination as defined in state and federal laws and local ordinances. Response activities will include but are not limited to: • Provide information via telephone. Consultant must provide a phone line that is toll free for persons calling from El Centro. • Prepare, update, post, email and/or mail written information on fair housing issues and complaint process information. • Offer mediation service to renters and landlords. • Provide referrals to other services providers as appropriate. Task #2: Complaint Investigation and Referral Investigations will be conducted for all housing discrimination complaints reported in the service area. Complaints should be investigated within a five-day period, whenever feasible. When investigation shows evidence of illegal practices or policies, the following services shall be provided: • Conduct preliminary investigations into allegations of housing discrimination. • Attempt to resolve complaints through mediation, conciliation, or referral to appropriate enforcement agencies (e.g., HUD, DFEH /CRD). • Provide guidance to clients on filing administrative complaints when applicable. • Provisions of mediation services for fair housing issues, if the complainant so desires. • Follow-up on all cases including cases referred to HUD and DFEH or legal service providers.
