The City of Spokane City Council office is seeking organizational analysis (OA) services to assess the nonelected staff member structure of the council office. The Organizational Analysis should include an independent evaluation of the entire existing staffing structure of the council office. This evaluation should consider the Spokane City Council Members’ duties, as defined in state and local law. This evaluation should also consider how council members’ duties, responsibilities, and expectations manifest in practice. The core work of the City Council, as both defined and undefined in code, includes drafting and passing local legislation, approving and overseeing the City’s budget, advocating for the needs of residents, and engaging in meaningful community engagement. This evaluation should be rooted in a comprehensive review of council office structure and operations through in-person interviews with council members, council office staff, administration staff, and others.
