The City of Culver City proposes to develop an expanded, more detailed, and more robust Complete Streets Implementation Procedures (Project) as a needed revision to the City’s first Complete Streets Design Guidelines (CSDG, or Guidelines; 2024). The Project includes three critical components: a robust public and stakeholder engagement process to ensure community understanding and buy-in; an assessment of the existing implementation procedures, including impediments and documentation of right-of-way width for all City streets; and clear Implementation Procedures —i.e., a new unified process to identify optimal street design and acceptable alternatives based on roadway functional classification, available right-of-way, connecting mobility infrastructure, and adjacent land uses (existing and planned) for roadway segments throughout the City. This level of analysis was not included in the original scope of work for the Guidelines. However, City Public Works staff determined that it is needed to render the Guidelines easily and uniformly usable.
