INVITATION The City of Sunnyvale (“City”) is seeking proposals from qualified consulting firms(“Consultant”) to conduct a comprehensive study of cellular service coverage, performance, public Wi-Fi availability, and disaster recovery planning of cellular service within the City limits. Additionally, the City is requesting proposers to provide a separate, optional cost proposal for evaluating consumer internet broadband coverage in Sunnyvale. While major carriers indicate blanket cellular coverage throughout Sunnyvale, residents, businesses, and City Staff such as field workers and public safety officers continue to report performance issues such as dropped calls, slow data speeds, and inconsistent connectivity. The purpose of this study is to evaluate the actual performance of cellular networks, identify gaps or weaknesses, assess public Wi-Fi coverage, examine disaster response preparedness of cellular service, and recommend strategies to enhance connectivity and service quality. The optional Internet Broadband coverage analysis would provide further insight into internet broadband access and competition. Community input is a critical component of this study. The City expects the Consultant to survey residents and gather feedback on their experiences with cellular, Wi-Fi, and broadband services. The City expects two to three (2–3) outreach sessions, supported by surveys or digital engagement tools, to ensure broad participation and meaningful community input. The Consultant must deliver summarized community feedback and integrate that information into the final technical findings and recommendations presented to Council. BACKGROUND The Sunnyvale City Council directed City staff to conduct a study evaluating the quality and reliability of cellular service coverage throughout the City. This directive was initiated in response to resident concerns regarding inconsistent coverage and to explore opportunities for improving wireless performance and expanding connectivity options, including public Wi-Fi and consumer broadband services. The study’s findings will guide future City policies and infrastructure planning to enhance telecommunications resiliency and service equity across Sunnyvale.
