HDOT has identified several preliminary objectives and tasks for the KBPH Master Plan Update. This list is not exhaustive. It highlights key anticipated work areas, but HDOT remains open to refined or additional tasks/themes. • Regional Development & Existing Conditions Analysis: Gather comprehensive data on the harbor’s current conditions and regional context to include plans by other landowners, government agencies and private industry. Review existing port facilities, operations, and land use, as well as understanding KBPH’s role within the broader Hawai‘i port system. • Cargo Forecast & Opportunity Identification: Identify baseline assumptions and project future cargo volumes and maritime trade needs over the plan’s 20- to 30-year horizon. This task involves forecasting market demand, commodity flows, and vessel activity to determine what capacity enhancements or operational changes will be required to meet anticipated growth. • Vessel and Operational Safety Analysis Identify impacts to mooring and terminal operations due to oceanographic conditions, including an in-water engineering inspection to assess condition of pier/pile structures. Develop engineering alternatives to mitigate impacts to include ROM and Benefit-Cost Analyses. • Traffic Conditions Analysis Measure existing and forecast future traffic conditions taking into consideration regional development and development at KBPH. Develop conceptual plan for internal harbor roadways and tie-ins to regional network. • Infrastructure & Utility Planning: Identify needed upgrades or expansions to harbor infrastructure and essential utilities (electric power, water, wastewater, communications) to support future growth at the harbor. Key considerations include analysis of existing and planned extensions/capacity of regional utility systems and feasibility of extending to KBPH. • Harbor Utilization & Development Strategy Develop phased harbor utilization and development strategy to optimize efficiency for existing and future operations, to include cost and schedule estimates for planning, design and construction. • Spoil Disposal Alternatives & Cost Esitmates: Identify options, including regulatory requirements and cost estimates for the use of or removal of dredged material currently stockpiled at KBPH and dredged material that may be generated by future harbor improvements. • Stakeholder Engagement & Outreach: Conduct a robust outreach program to involve stakeholders throughout the planning process. Key stakeholders include harbor users (tenants, shippers, etc.), adjacent landowners, relevant government agencies, community organizations, and the general public. Synthesize stakeholder interest and concerns to inform the planning work.
