The proposer shall: • Conduct a comprehensive evaluation of the Civil Service Rules and Civil Service Commission interpretations to identify suggested areas for revision, clarification, or modernization. • Develop clear, revised Civil Service Rule language recommendations that are easily understood and allow for consistent application. • Recommend ways to increase flexibility for appointing authorities in decision-making and streamline processes that currently require approvals that could be deemed unnecessary. • Propose frameworks allowing the Civil Service Commission to prescribe standards to hold Division of Personnel to without requiring advance approvals for every operational procedure or policy change. • Provide detailed explanations of how each recommendation will improve efficiency, reduce delays, and enhance service delivery. • Ensure all recommendations align with merit system principles, are legally sufficient and compatible with federal and state laws, the County Charter, and applicable ordinances as reviewed and determined by the County Counselor’s Office. • Align proposed changes with the upcoming Workday implementation, including consultation with Workday and Cognizant representatives to ensure compatibility.
