Architectural, Conservator, and Interior Design services for a Phase 1 base contract which is a survey of all interior surfaces including gilded, gold and wood painted surfaces, provide professional design services for determining repairing painting, surfaces, and decorative painting in the Minnesota State Capitol Building, St. Paul, MN. Surveying the Capitol Building’s existing decorative paintings and plaster. Look for discoloration, unevenness, irregular and/or eroded areas. Spaces include but is not limited to the following: Rathskeller Café, Governor’s Reception Room, Senate/House/Supreme Court Chambers, Rotunda, walls, ceilings, secondary entrances/vestibules into the Capitol Building. Base contract is for consultant to provide all equipment needed for the survey. Survey shall be completed by regular lifts, and any areas not accessible by regular lifts shall be evaluated only by visual inspection using binoculars and long-lens cameras. Perform non-destructive tests on surfaces with soft brushes and mild detergents, if needed. Report findings including: o Recommendations of restoration with scope of work, detailed durations to complete the work and cost estimates. All recommendations will need to be within historical and industry standards. Prioritize the level of urgency for the recommendations. Include itemized labor, equipment, and material proposal of costs for building sections/rooms. o High quality color photos with captions. o Floor plan to note all recommendations. o All travel expenses including airfare, auto, lodging and meals to be included in your basic service fee. o Provide all safety equipment including safety lifts, ladders, etc. Selected Respondent will need to coordinate with RECS and FMD to bring in your equipment. Include all safety precautions needed to complete survey with proper PPE.
