Contractor shall provide an Independent Living Association (ILA) and Recovery Residence Association (RRA) to establish and monitor quality standards for Independent Living Homes (ILHs) and Recovery Residence (RR) in San Diego County, and to provide resources to operators of these homes. The ILA and RRA programs will incorporate innovative solutions to the problems and barriers identified by the community and stakeholders, integrating community collaboration and advocacy. Contractor shall create an ILA Directory and RRA Directory, which will be searchable, and accessible on internet-based platforms. Contractor shall provide education and training for ILH and RR residents, ILH and RR Operators, and the community, including the creation of ILA and RRA Work Teams which will establish quality standards. The ILA and RRA will have voluntary membership, and a Peer Review and Accountability Team (PRAT) to improve resident and tenant services and quality of life for residents living in ILHs and RRs. ILHs are privately-owned homes or complexes that provide housing for adults with serious mental illness (SMI) and other disabling health conditions. They serve residents who do not need medication oversight, are able to function without supervision, and live independently. Residents may or may not be Behavioral Health Services (BHS) clients. Recovery Residences are privately-owned sober homes or complexes that provide housing for adults with Substance Use (SU) conditions. They serve residents who are currently receiving outpatient SU services or are enrolled in recovery services. Residents include Probation Department clients.
