The selected firm will be expected to provide strategic guidance, regulatory expertise, financial analysis, vendor management, and employee-facing support to ensure that the City’s benefits remain competitive, compliant, cost-effective, and responsive to workforce needs. Core Responsibilities Strategic Planning & Advisory Services Develop a comprehensive benefits strategy to meet the City’s needs. Provide ongoing consultation on plan design, contribution models, funding approaches, vendor performance, best practices, and emerging opportunities. Market Intelligence & Benchmarking Provide timely updates on industry trends, legislative updates, innovations, and risks. Supply benchmarking tools and comparisons to similar public-sector employers. Annual review of programs and recommendations of changes based on market trends Annual Renewals & Vendor Marketing Lead the annual renewal process, including analysis of carrier proposals, rate and service negotiations, and recommendations. Lead the RFP process when RFP’s are required – building the RFP document, evaluating responses, reviewing contracts, and making recommendations.
