The Contractor shall perform maintenance, testing, calibration, and repair service to maintain the optimum level of operation and efficiency for high voltage equipment/components, transformers, switchgear, and transfer switches for the institution listed in Exhibit E, List of Participating Locations. The Contractor shall have experience and immediate access to all equipment, tools, and materials that will be necessary to perform repairs due to power outages, repair and replace pole and pad mount transformers, overhead cables, cutouts, fuses, fuse bodies, fittings and components of medium and high voltage shielded and non-shieled systems, underground and overhead conductors and poles, and related system appurtanances. The Contractor shall be fully knowledgeable of and capable of completing work on medium and high voltage distribution switchgear systems, sub-systems, including analog and electronic, and digital relays, control wiring and transformers and the repair of such. Switchgear services shall include but not be limited to: cleaning, oiling, lubrication, adjustment, calibration, alignment, timing, replacement of any filters, and operational testing of each piece of equipment, furnishing all necessary lubricants, cleaning supplies, filters, and testing equipment. Any parts requiring replacement shall be replaced in accordance with the Parts Replacement Section specified herein. The Contractor shall test all major components in accordance with the most current issue of the National Electrical Testing Associate (NETA) maintenance testing specifications. Testing shall also comply with the manufacturer’s instruction manual. All instruments used to calibrate the equipment shall be certified and traceable to the National Institute of Standards Technology (NIST). Conductivity tests shall be performed in accordance with applicable rules and regulations. The Contractor shall identify all equipment requiring calibation by placing inspection stickers on the equipment showing the date of calibation and/or date of service and signature of service technician.
