The City of Susanville, California (City), as owner and operator of the Susanville Municipal Airport, hereby requests proposals from interested and qualified aviation planning services to assist the City in the master planning of projects in support of the Susanville Municipal Airport, a general aviation facility. Proposals shall be prepared and submitted in accordance with the requirements described in this Request for Proposals (RFP). The purpose of this RFP is to obtain proposals from professional aviation consulting firms whose services have proven to be utilized for projects funded by the Federal Aviation Administration (FAA). The aviation planning services needed will support the Capital Improvement Plan and Airport Layout Plan adopted (or as may be amended) for the Susanville Municipal Airport. The work may begin in 2026 and must meet FAA Airport Improvement Plan (AIP) standards for a general aviation facility. The City of Susanville has direct contact with the FAA for projects at the Susanville Municipal Airport. All consultant actions will be taken through the staff of the City of Susanville. Direct contact by the consultant with the FAA for the Susanville Municipal Airport work must have prior authorization by the staff of the City of Susanville. The consultant selected will plan projects as identified and undertaken via separate contracts and will work closely with City staff to develop design plans and provide administration support as needed. Subject to receipt of Federal funding, these projects may include but are not limited to projects listed in the Airport Capital Improvement Plan (ACIP).
