The City intends to seek reimbursement for this procurement from the Federal Emergency Management Agency (FEMA) and/or fund these products/services through federal sources. In Fiscal Year (FY) 2024, the U.S. Department of Homeland Security (DHS is providing $319.5 million to assist state, local, tribal, and territorial governments in developing their emergency management capabilities and for all-hazards preparedness activities. The State Homeland Security Program Grant (SHSP) and the Emergency Management Grant Program (EMGP) are two federal grant programs through the DHS. This procurement is structured to comply with that funding opportunity if/when it becomes available. Selected vender(s) must perform all services, provide all products, and administer its agreement in compliance with FEMA or other federal funding requirements.
