Ensure mobile responsiveness and compliance with accessibility standards. c. Improve navigation and searchability for reports, resources, and beneficiary services. d. Develop secure and future-ready technical architecture. e. Support bilingual content (ʻŌlelo Hawaiʻi and English). f. Train OHA staff to manage and maintain content effectively post-launch. 2. Phase 1: Discovery & Planning a. Conduct stakeholder and audience interviews. b. Audit existing sites for content, usability, and technical performance. c. Define success metrics and project roadmap. 3. Phase 2: Information Architecture & UX Design a. Redesign site structure and navigation. b. Develop user journey maps for key audiences (beneficiaries, community, policymakers, media). c. Ensure logical categorization and structure for documents and archives. 4. Phase 3: Visual Design a. Develop culturally grounded design system aligned with OHA’s brand. b. Create templates for different content types (articles, programs, reports, events). c. Incorporate photography, videos, and Hawaiian motifs. 5. Phase 4: Content Strategy & Migration a. Audit and update existing content for accuracy, clarity, and relevance. b. Create content governance framework (editorial standards, workflows). c. Migrate content into the new content management system. 6. Phase 5: Technical Development a. Recommend and configure a CMS (WordPress, Drupal, or equivalent). b. Ensure ADA/WCAG 2.2 accessibility compliance. c.
