1. Detailed Work Plan and Strategy: This task involves developing a work plan and schedule which at a minimum will review objectives of the plan, refine the scope of work, confirm study area boundaries, establish a meeting and presentation schedule, and establish communication channels with City staff. The consultant will meet with the City regularly and will provide project management services, including meeting agendas and notes, maintaining the project schedule and budget, invoices, and regular communication with the City. The consultant should include budget for twelve (12) project team meetings. 2. Stakeholder and Community Engagement: The City would like the LRSP, particularly the prioritized project list, to be developed with community engagement and in partnership with a multi-disciplinary group of key stakeholders such as local and regional partners, Gilroy Unified School District, and senior communities. A stakeholder and community outreach plan should be included in the scope of work and accomplish collecting feedback from the diverse list of key stakeholders that should be engaged throughout the project. The outreach plan should also include community outreach strategies that have been demonstrably successful in other communities for this type of project. The consultant will be responsible for organizing, summarizing, and analyzing findings from engagement efforts. The consultant should clearly describe the outreach plan strategy in the Project Approach and the outreach plan shall be fully scoped in the schedule and fee proposal. The consultant should include budget for preparation, outreach materials, and attendance at two (2) public meetings or workshops and two (2) City Council meetings. 3. Background Review, Plan Vision, Goals, and Objectives: This task involves reviewing relevant plans, policies, programs, and data to establish the vision, goals, and objectives for the LRSP. The review shall include transit routes and service frequency, existing and planned bikeways, deficiencies and planned improvements to pedestrian facilities, safe routes to school initiatives, and other City Capital Improvement Projects (CIP). Key references shall include the City’s General Plan, standard specifications and provisions, Valley Transportation Authority’s Regional Transportation Plan (VTA RTP), VTA’s Bicycle Technical Guidelines, and other local and regional policies and guidelines.
