The general description of work includes: This project involves work at three distinct sites: Wells 18, Well 19, and Well 20. At Well 20, the project includes the installation of site fencing and the construction of CMU block buildings to house all chemical and electrical equipment. At Wells 18 and 19, sound walls will be installed, and CMU block buildings will also be constructed to house chemical and electrical equipment. Additionally, the project includes connecting to existing water, sewer, and storm drain systems at Well 18, and to existing water and storm drain systems at Wells 19 and 20. Wells 19 and 20 will also feature detention basins. Furthermore, the work encompasses underground utilities, above-ground site features, wellhead appurtenances, chemical feed systems, electrical and instrumentation coordination, and SCADA integration. The consultant will work directly with the Utilities Departments Project Manager and the Project Design Engineer (Verdantas) to ensure this project is built to the approved design drawings, specifications and schedule. Services to be Provided: The selected Consultant shall provide professional services necessary to: Construction Management: Assist with project planning, scheduling, and construction-related issues. Attend bi-weekly project meetings. Act as a primary point of contact for construction-related communications. Assist with City code compliance issues and coordination with regulatory agencies as required. Coordinate construction activities with City Operations and other stakeholders to minimize operational disruptions. Establish and maintain a document management and tracking system for all construction records, correspondence, submittals, RFIs, and change orders. Monitor and verify Contractor compliance with contract documents, City requirements, applicable laws, and relevant industry standards. Monitor the construction schedule and visit the construction site as required to evaluate progress and quality of work. Review Contractor’s baseline schedule and monthly schedule updates and provide written comments regarding accuracy, completeness, and adherence to contract requirements. Identify potential delays, conflicts, or risks and provide proactive recommendations. Contract Administration/Support Assist the Project Manager, Design Engineer, Contractor, and Inspector with interpretation of plans and specifications. Review materials/equipment delivered to the site for compliance with approved submittals and contract documents. Assist in coordinating system shutdowns, tie-ins, and start-up procedures. Review Contractor compliance with environmental permits (e.g., stormwater, dust control) and monitor SWPPP implementation. Support oversight of Contractor safety compliance and report observed non-compliance. Assist in the review of shop drawings, submittals, RFIs, and construction-related correspondence. Assist in the review of As-Built markups.
