The City’s Trash & Recycling Section (Section) oversees a wide range of waste and diversion projects and programs, some of which are unique in approach. This includes management of a two-tiered non-exclusive commercial franchise system and an exclusive residential contract, conducting annual rate setting and providing service oversight for Balboa Village, implementing Senate Bill (SB) 1383 programming, conducting fee and deposit oversight for franchise fees, a local recycling service fee, hauler deposits, and special event deposits, and for contract management for collection at beaches, public right of way, city-owned facilities, and hazardous waste disposal. Almost all these projects, programs, or contracts require some level of knowledge relating to state and local regulatory requirements, hauler franchise agreements (non-exclusive) and compliance, and contract and budget management. Section operation is currently overseen by one senior management analyst. The City is looking to incorporate the expertise of professional solid waste and diversion program consultants. In the future, staff will issue qualifications-based RFP to select one or more firms to provide various regulatory, troubleshooting programs, and fee study support on an on-call/as-needed basis for a period of three to five years.
