PHLpreK Program Mission. The Mission of the PHLpreK program is to increase access to quality early learning by offering free pre-Kindergarten programs to children regardless of their family’s income. PHLpreK Program Commitments. The commitments of the PHLpreK program are to continue to provide resources that are beneficial to children, families, providers, and staff by: • Offering health resources and conducting developmental screenings • Supporting staff growth and development • Increasing center quality and providing instructional resources • Promoting Kindergarten registration and transition activities PHLpreK Program Goals. The goals of the PHLpreK program are to: • Connect three and four-year-old children and their families (particularly low-income and most vulnerable populations) in Philadelphia to quality pre-K; • Support pre-K programs in their efforts to expand their services to serve more children; • Facilitate the layering of local, state, federal, and philanthropic dollars to maximize the availability of quality pre-K that cares for children and families 5.5 hours per day/180 days per year; • Ensure community input and engagement in the continued success of the City’s pre-K program; • Enhance the relationship with Early Intervention, behavioral health providers, and childcare to support children’s optimal development.
