The intent of this Request for Proposals is to procure Design Build Construction Services as required for the Salt River Pima-Maricopa Indian Community (SRPMIC or ‘the Community’). As part of a recent U.S. Environmental Protection Agency (EPA) Climate Pollution Reduction Implementation grant award (CPRG), the Community is embarking on the “Go Green Initiative: Greenhouse Gas Reduction Measures Project”. The intent of the project is to implement greenhouse gas (GHG) emissions reductions in the Community through fleet vehicle electrification, installation of electric vehicle (EV) charging stations, facilitation of home energy assessments, implementation of a land buy-back program, assisting in the construction of a renewable natural gas (RNG) plant, and improvements to soil management. Implementation of SRPMIC’s cross sector measures will mitigate methane emissions and foster sustainability and community resilience. Relative to this specific RFP request, the Community is looking to install solar photovoltaic parking canopies to generate an estimated 616,213 kilowatt-hours annually and help combat the urban heat island effect. The proposed site for the photovoltaic parking canopies is at the Two Waters Administrative Complex, North Parking lot directly to the East of the Justice Facility Building (Justic Center) located at 10040 E Osborn Rd. Scottsdale, AZ 85256. The existing parking lot consists of 392 parking stalls (approximately 4.8± acres) the intent is to provide shade canopies and associated photovoltaic panels for a portion of the existing parking stalls. Final extent of the shade canopies and photovoltaic systems will be dependent on the existing site conditions and available grant funding. Additional Tribal funding may be available to expand the shade canopies if approved by Administration. The associated project scope includes but is not limited to the following: • Shade canopies. • Photovoltaic system. • Canopy lighting and modification to the existing parking lot pole-mounted lighting as may be required by the new work. • Landscape and irrigation modification to accommodate shade canopies and associated new work. • Parking lot repair, re-striping and signage as may be required by new work. • New electrical service and/ or electrical service connection to the existing Justice Facility Building to make use of the solar power generation.
