The HCEW is seeking Statements of Qualifications from firms with demonstrated experience in providing housing consultation and pre-development advisory services. The HCEW expects to partner with the selected firm to obtain these technical services as part of the pre-development phase of this project. Given that some preliminary project planning has been completed, the final scope of services will be established with the selected consultant following the selection process. However, HCEW expects services to be provided by the consultant will include the following: 1. Review and gather information required to become familiar with the project and the Community Investment Fund. 2. Assist HCEW in identifying the most prudent and feasible development strategy. 3. Advise HCEW on the most efficient use of awarded CIF Planning Grant funds based on the requirements of the Community Investment Fund and the established goals of EWHA. 4. Assist and advise the HCEW in the solicitation, selection and administration of other technical and professional services (engineering, architectural, etc.) necessary to further the planning and design of the project which are also expected to be funded by this CIF award. 5. Identify and evaluate available funding opportunities/sources including grants, loans, credits, etc. for the ultimate construction of the proposed expansion. 6. Assist in the preparation of project budgets or other financial documentation as may be necessary based on identified funding sources/opportunities.
