HHSC’s Provider Finance Department (PFD) seeks Interactive Voice Applications’ (IVA) SmartRMS solution. HHSC must administer a Random Moment Time Study (RMTS) as a part of both the Medicaid Administrative Claiming (MAC) and School Health and Related Services (SHARS) programs. The time studies performed through RMTS provides hundreds of millions of dollars annually that go to Local Education Agencies (LEA), local health districts, early childhood intervention, and Mental Health/Intellectual or Developmental Disability providers. The RMTS is a critical system and failure to obtain an RMTS will result in a negative financial impact to Texas constituents. HHSC is also in the process of building a new cost reporting system and the RMTS solution must work in tandem with development of new system.
