Usource, LLC on behalf of its Client, Old Forge School District (Old Forge), is seeking a turnkey development and EPC bid for design, procurement, permitting, interconnection, installation, testing, and commissioning and associated documentation, plus maintenance for a ground mount solar system in Old Forge, Pennsylvania according to the terms, conditions, and specifications of this solicitation. Usource is the Consultant providing solar advisory services for Old Forge. Respondents shall have demonstrated experience designing, engineering, permitting, planning, scheduling, and constructing turnkey solar systems. Respondents should have relationships with and knowledge of local utilities, provide financial analysis, and provide system monitoring and maintenance. In addition, respondents are expected to be well versed in all relevant rules and regulations (and associated cost impacts) that may affect this project including interconnection, net metering, the Inflation Reduction Act (including the Direct Pay provision and prevailing wage and apprenticeship requirements), the One Big Beautiful Bill (OBBB) (including Foreign Entity of Concern (FEOC) and Safe Harbor rules), and the PA Solar for Schools Grant Program. Respondents will be asked to detail how the above will impact their bids. Respondents need to take into consideration the proposed installation site, facility electrical demand and load patterns, available solar resources, installation costs, all applicable zoning ordinances, and all local, state, and federal requirements. The turnkey scope of services quoted in the bid should be for the provision of all tasks including but not limited to design, securing all required permits and approvals from governing agencies, all labor, taxes, services, interconnection and environmental studies and costs, and equipment necessary to produce a fully operational solar system. All required facility upgrades (electrical, structural, or room improvements) shall be included in the turnkey pricing if deemed necessary. Respondents must provide an itemized breakdown of all costs, with clear explanations of each fee and charge. Any costs that are not included in the bid must be clearly identified by the respondent.
