The selected contractor shall provide professional building safety services, including but not limited to: conducting plan reviews for compliance with adopted codes and standards; performing field inspections for permitted construction projects; issuing written comments, correction notices, and inspection summaries; coordinating directly with City staff to resolve deficiencies and maintain consistent interpretation of regulations; supporting records management by providing digital documentation and maintaining data quality; and ensuring timely communication and adherence to performance benchmarks. 2. Plan Review Services The contractor shall provide comprehensive plan review for all assigned residential and commercial projects. At minimum, plan reviews must include evaluation for compliance with the 2018 International Building Code (IBC), 2018 International Residential Code (IRC), 2020 National Electrical Code (NEC), International Energy Conservation Code (IECC), and all locally adopted amendments. Reviews shall include all structural, architectural, mechanical, electrical, plumbing, fire safety, and energy components. Residential reviews shall be completed within 10–15 business days; commercial reviews within 15–20 business days; and re-submittals within 5–10 business days. 3. Inspection Services The contractor shall perform building inspections throughout the construction lifecycle, including but not limited to: a. Footing, foundation, framing, shear, and structural inspections b. Mechanical inspections c. Energy code compliance inspections d. Insulation, drywall, and fire-resistance inspections e. Final inspections required prior to occupancy
