The Kentucky Community and Technical College System’s (KCTCS) Office of Procurement to Payment Services issues this Request for Proposal to solicit proposals from qualified, experienced, financially sound, and responsible firms to design, develop, implement, and support a comprehensive mobile application solution serving students, faculty, and staff across all 16 KCTCS colleges. The mobile app must enhance the student experience, support academic success, and streamline access to essential systems, while maintaining the highest standards of accessibility and compliance. 1. Accessibility & Compliance Requirements The proposed solution must: Fully comply with all current ADA, Section 508, and WCAG 2.2 AA standards. Meet the new Title II regulations for digital accessibility issued by the U.S. Department of Justice. Include a clear roadmap for ongoing updates to maintain compliance with any future accessibility guidelines or legal requirements. Provide documentation and testing results verifying accessibility compliance. Offer an accessible user interface, including but not limited to: proper contrast ratios, screen-reader compatibility, text scaling, keyboard navigation, captions, and alternative text. 2. Multi-Tenant Architecture The solution must: Support 16 distinct college tenants under one unified app download, titled “KCTCS” (or similar). Allow each college to manage its own content, branding elements within KCTCS brand guidelines, and targeted communications. Allow users to select and/or switch their college tenant during onboarding or anytime within the app. 3. Systems Integration The vendor must provide a mobile app capable of seamless integration with KCTCS enterprise systems, including but not limited to: Learning Management System (LMS) (e.g., Blackboard). Student Information System (SIS) (e.g., PeopleSoft). Single Sign-On (SSO) using KCTCS authentication protocols. Library systems, advising tools, campus calendars, payment systems, bookstore integrations, or other platforms as identified. Ability to incorporate APIs, deep links, and authentication handoffs securely and reliably. Vendors must clearly describe their integration process, security protocols, and any required participation from KCTCS IT teams
