The consultant will provide comprehensive post-disaster management services to support compliance, funding, reporting, and closeout of applicable state and federal programs. Services include the following: • Regulatory Expertise o Provide knowledge and technical expertise in federal and state regulations, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Post-Katrina Emergency Management Reform Act of 2006, Sandy Recovery Improvement Act of 2013, Environmental and Historic Preservation Management, Davis-Bacon Act, and Section 3 requirements. • Funding and Reimbursement Management o Develop and maintain efficient processes for preparing and submitting applications, identifying eligible projects, capturing and reconciling costs, and closing out projects. o Advise on FEMA policies, regulations, and procedures to ensure all eligible costs (including contractor and administrative costs) are properly tracked and reimbursed. o Perform insurance reconciliation and coordinate with other funding sources to avoid duplication of benefits. o Conduct cost-benefit analyses as needed to support reimbursement decisions. • Program Coordination and Representation o Meet with town, county, state, and federal representatives to address programmatic, financial, contracting, and compliance issues.
