The objective of ALDOR in soliciting and reviewing responses to this ITB is to select a Supplier to provide data entry services for certain ALDOR tax returns. A. Key from Image - ALDOR processes scanned paper tax returns (typed and handwritten) in-house using web-based third-party software. The returns populate from TIF and JPG images. Most of the volume is machine print. Within the process, different tax return types that need to be keyed are routed to various data entry queues based on workflow rules. ALDOR data entry personnel currently key tax return data from various queues in this system. There are certain tax return types that require more effort to key than others. The Supplier will be required to key ALDOR designated tax returns from image using this web-based third-party application. The Supplier needs a reliable and secure internet connection, but no telecommunication line is required. Each page presented for keying represents a single page of a return, and every field on each page that is required to be keyed is presented for keying/review. There is no visible evidence that a field has been verified by the data entry operator. The data entry operator must press enter to move from one field to the next in keying. A field cannot be skipped without pressing enter. Nothing appears on the field to show the operator that they pressed enter other than the cursor moves to the next field. If an operator moves to another field any other way than pressing enter, they will be brought back to that field to key it before leaving the page. Work does not have to be assigned because the next return in the queue will present itself to the operator after a return is fully keyed. Once a return is presented to an operator, it is locked so no two users can key the same return. The data entry operators will key in a Force to Key mode where the application’s data entry fields are not mapped to the specific field located on the printed return. B. Data Entry Verification The web-based third-party software application only allows for a single pass for data entry. Verification through a second pass of data entry is not available. There are math blocks on specific lines of the tax returns that will aid the keyer in review of math block fields if calculations fail. Lookup files are used to validate primary SSN/FEIN fields.
