1.1 Full Plan Review and Update. 1.1.1 Conduct a full review and revision of the current Gila County EOP. 1.1.2 Ensure the plan adheres to FEMA’s CPG 101 (latest edition) and National Incident Management System (NIMS) standards. 1.1.3 Update all plan components including: 1.1.3.1 Basic plan. 1.1.3.2 Functional annexes. 1.1.3.3 Hazard- or threat-specific appendices. 1.1.3.4 Any supporting documents and graphics. 1.1.4 Integrate current hazard and vulnerability data, capabilities assessments, and response frameworks. 1.2 Integration of Emergency Management Performance Grant (EMPG) Deliverable Annexes. The consultant will draft or revise the following annexes to meet current EMPG deliverables: 1.2.1 Logistics Distribution Management Annex. Outlining countywide resource coordination and supply chain planning. 1.2.2 Evacuation Plan Annex. Defining routes, transportation assets, and population movement strategies. 1.2.3 Catastrophic Disaster Housing Annex. Addressing short- and long-term sheltering and housing needs. 1.2.4 Resilient Communications Annex. Detailing redundant and survivable communication strategies for emergency operations. 1.2.5 Community Lifelines Implementation Annex. Mapping how the County prioritizes and sustains essential services during a disaster. Each annex must: • Be specific to Gila County’s organizational structure and resources. • Include defined roles and responsibilities, coordination structures, and implementation mechanisms. • Be scalable and interoperable across various threat scenarios. All existing annexes will be reviewed, revised, and updated to align with current FEMA CPG 101 guidance, NIMS integration, and Arizona DEMA requirements. The County will provide the current annex versions for reference. No specific page limits are prescribed; however, level of detail shall be commensurate with FEMA-recognized best practices and County operational needs. 1.3 Stakeholder Engagement. 1.3.1 Coordinate and facilitate two to three (2-3) stakeholder planning meetings to: 1.3.1.1 Gather input from relevant county departments, emergency response partners, and other stakeholders. 1.3.1.2 Review drafts and incorporate stakeholder feedback. 1.3.2 Prepare meeting materials, agendas, and documentation for all planning sessions. 1.4 Collaboration and Communication. 1.4.1 Work under the direct supervision and guidance of Gila County Emergency Management throughout the project duration. 1.4.2 Maintain regular check-ins and provide updates on progress, challenges, and key decision points. 1.4.3 Respond promptly to county feedback and adapt materials as needed. 1.5 Deliverables. The consultant shall provide the following �inal deliverables: 1.5.1 A complete and updated EOP, with all annexes and appendices integrated and formatted for ease of use. 1.5.2 Editable digital versions of the plan and all supplemental materials (Microsoft Word, PDF). 1.5.3 A summary of changes and additions identifying key updates from the previous version. 1.5.4 Documentation and instructions to enable Gila County Emergency Management to maintain and revise the plan internally on an ongoing basis.
