Solicitation Waiver, Mandatory Reporter Training Updates; Provide a description of work/services to be performed or services with goods to be purchased: To update the Mandatory Reporter Training modules with updates to NRS and Nevada procedures. Modules are the existing Nevada/DCFS-specific series developed by this vendor under a prior contract. In addition, vendor is to develop a Spanish language version of the training. What are the unique features/qualifications required for these services/services with goods that are not available from any other vendor? DCFS contracted with this vendor from 12/7/2021-10/31/2022 to develop Nevada/DCFS-specific modules. The vendor owns the content in these modules and DCFS cannot provide a new vendor with this intellectual property. This vendor also provides the learning management system (LMS) and hosts the training at no cost to DCFS. Explain why these services/services with goods cannot be competitively bid and why this purchase is economically only available from a single source: This purchase is economically only available from a single source because alternative vendors will charge "from scratch" development fees and LMS/hosting fees.
