TASK ONE: RADIOLOGICAL ENVIRONMENTAL MONITORING PROGRAM (REMP) Project Management The Contractor shall designate a Project Manager. The State Contract Manager will communicate with the Project Manager regarding all work and project matters unless otherwise notified. The Contractor shall perform the services with the persons designated in the work program over the contract period. Any changes in personnel shall be reviewed and subject to the approval of the State Contract Manager. The Project Manager will be required to work normal business day hours: Monday through Friday, Eastern Standard Time. Project management services will include documentation requirements under Invoicing/Reporting/Records Retention, as well as oversight of the collection and deployment of air and potable water samples. Project management services will include oversight of required sample preparation and shipment. The Contractor shall coordinate field work with the BNE to ensure that sampling runs and shipments of samples are completed as scheduled and that site maintenance and equipment maintenance/calibrations are performed as required. The Project Manager shall ensure proper completion of all required work by reviewing field logs (which include site/equipment maintenance and calibration); field data records; and sample chain of custody/shipment records. The Project Manager shall ensure the timely electronic transmission of all required data to BNE. The Contractor must notify BNE immediately of the Contractor’s inability to complete any of the required tasks. The Contractor shall also notify BNE immediately upon discovery if the supply of electrical power to any of the Bureau’s air samplers has failed. The Contractor shall also notify BNE of any noted sampling equipment needs (such as a low inventory of replacement tubing). Periodically, the Contractor may need to interact with the utility to gain access to onsite sampling locations. The Contractor must keep BNE apprised of any technical or communications issues and resolutions. The Contractor’s Project Manager for REMP activities may be the same individual as the Project Manager for TLD activities (Task Two of this bid solicitation). Biweekly Air Sampling The BNE maintains a network of air sampling locations at and around the State’s nuclear generating stations. Airborne media are collected every two (2) weeks (biweekly) using low-volume continuous air samplers. In the environs of the Salem and Hope Creek site (PSEG Nuclear, LLC) and program Control locations, two (2) media comprise each air sample: a glass fiber filter that collects radioactive particulates and a chemically treated cartridge that captures gaseous iodine. The filters and cartridges are collected and analyzed on a biweekly schedule and are concurrently replaced with new ones. In the environs of the Oyster Creek Generating Station, one (1) medium comprises each air sample: glass fiber filter that collects radioactive particulates. Since the site is in decommissioning and all active fuel removed and placed in casks onsite, there no iodine is generated. Due to the evolving decommissioning of the Oyster Creek Generating Station, air sampling stations/ locations are subject to change. This may result in the removal of air sampling stations in the future
