Please note: This is a Sole Source Notification. The Department of Administration, State Procurement Services Division, is considering a request from the Office of Public Instruction, to award a Sole Source contract to Center for Assessment for Technical Assistance for assessment and accountability. The determination of this Sole Source purchase is based on the following requirements: 1. The National Center for the Improvement of Educational Assessment (Center for Assessment) proposes to assist Montana's Office of Public Instruction (OPI) in the ongoing implementation, development, and revision of the State's: • Summative assessment programs, especially the Montana Aligned to Standards Through-Year (MAST) assessment programs, and • Implementation of its accountability system based primarily on results from the 2024-2025 school year. 2. The proposed duration of this scope of work is December 1, 2025, through January 1, 2026. This start date depends on when the contract is signed and executed. 3. There are two workstreams that must be completed by January 1, 2027. Workstream 1 Assessment: Regular meetings, MAST Support, development of professional development materials for that assessment audit learning module, presentations to stakeholder groups, evaluation plans, and stakeholder engagement activities. In addition, there needs to be technical support for OPI to develop one or more “use cases’ around growth and how the growth metric will support the field. Workstream 2 Accountability: Regular meetings, provide technical support for OPI to implement the processes and procedures involved in calculating Additional Targeted Support and Improvement (ATSI), develop written rules based on OPI provided documentation, provide a template for technical documentation needed for the federal accountability system, using the skip-year growth model.
