The City of Lancaster is seeking proposals from qualified and experienced operators to manage and promote the BLVD Market; a seasonal weekly Certified Farmers’ Market held in Downtown Lancaster. For purposes of this RFP, a Certified Farmers’ Market is defined under California law as a market approved by the County Agricultural Commissioner where California-grown agricultural products are sold directly by certified producers to the public, with both the market and producers subject to county inspection and certification. The market serves as a vibrant community hub, offering fresh, locally grown food, artisanal products, and opportunities for public engagement. The selected contractor will be responsible for overseeing all aspects of market operations, including vendor management, regulatory compliance, setup and breakdown, and coordination with City staff and community stakeholders. The following scope serves as a general framework and may be expanded upon by the proposer. Proposers are encouraged to present innovative, community-focused approaches based on industry best practices for farmers market management. Proposed plans should highlight effective use of technology for vendor coordination, community engagement, and event promotion to maximize participation and operational efficiency.
