The Consultant shall meet with representatives from the Village to obtain their criteria and objectives for the project. The Consultant will be given access to available drawings, traffic data, and all other pertinent information related to the project limits between Main Street and Church Street. The Consultant shall follow the Bureau of Local Roads Manual and the related chapters of the IDOT Bureau of Design and Environment Manual. The Consultant shall follow the IDOT and Federal guidelines so future Phases are eligible for Federal funds. The Consultant shall follow all applicable IDOT and Federal guidelines to ensure future phases remain eligible for Federal funding. The Village has secured Surface Transportation Program (STР) funding for Construction and Construction Engineering activities, and the Phase I documentation must meet all IDOT and Federal requirements to maintain funding eligibility. Gross Point Road between Church Street and Crain Street has two travel lanes in each direction. At Crain Street, the roadway transitions to one travel lane with a parking lane. Near the intersection with Lincoln Avenue, Gross Point Road returns to two travel lanes in each direction through to Main Street. Sidewalks are present on both sides of the roadway throughout the corridor. The Consultant shall document and evaluate existing traffic operations, pedestrian accommodations, bicycle conditions, parking utilization, and safety considerations. The Consultant shall also review the proposed improvements including lane reconfiguration, buffered bike lanes, sharrows, bump outs, RRFBs, crosswalk enhancements, detector loop replacement, and sidewalk replacement for compliance with IDOT standards, PROWAG, MUTCD, Village standards, and federal eligibility requirements.
