Work Area Maintenance The Contractor must maintain all work areas in a safe, clean, and orderly condition at all times. Work zones must comply with all applicable FDOT, Manual on Uniform Traffic Control Devices (MUTCD), and Miami-Dade County Public Works Manual (Part 1, Sections R19.1–R19.6) safety requirements for both pedestrian and vehicular traffic. All materials, equipment, and debris stored near or on the roadway must be properly marked, barricaded, and illuminated as necessary to ensure public safety. The Contractor must keep the site free of loose debris, remove all millings and excess materials daily, and leave the area in a passable and safe condition for vehicles and pedestrians at the end of each workday. Entry and exit points at roads not being resurfaced must be treated (e.g., sanded or otherwise protected) to prevent tracking of asphalt or tack material onto adjacent roadways. Any tracking or material deposited outside the work zone must be promptly removed by the Contractor at their expense. The Contractor is responsible for providing safe and continuous access to all adjacent properties throughout the duration of the work. B. Maintenance of Traffic (MOT) The Contractor must furnish, install, and maintain all required traffic control devices, signage, cones, barricades, and warning lights in accordance with MUTCD and FDOT Standard Plans. No traffic detours or full lane closures may occur without prior written approval from the City’s Public Works Director or designee. When operations restrict normal traffic flow, the City may require the Contractor to provide off-duty law enforcement officers or certified flaggers to direct traffic, at the Contractor’s expense. Special attention must be given to pedestrian and vehicular movement near schools, high-traffic areas, and critical intersections. If temporary traffic control signs must be removed or relocated, the Contractor must install adequate temporary signage to maintain a continuous and safe flow of traffic equivalent to pre-construction conditions. C. Restoration of Property The Contractor is responsible for protecting all public and private property adjacent to or affected by construction activities. This includes, but is not limited to, driveways, walkways, landscaping, walls, fences, utilities, and signalization equipment. Any property damaged or removed to accommodate the work must be repaired or replaced at the Contractor’s expense to a condition equal to or better than its original state prior to final acceptance. Street name and traffic control signs must remain in place during construction unless relocation is necessary due to direct conflict with the work. Any signs that are removed or damaged must be promptly reinstalled or replaced by the Contractor. The Contractor must immediately notify the Miami-Dade County Traffic Operations Division of any missing or unserviceable signs encountered during construction. 2.9. DELAYS: Each Task Order issued under this Contract will include a defined completion period. The Contractor must perform the work diligently to meet the specified schedule.
