The scope of this project is to modernize the conglomeration of loosely integrated productivity tools of the current SSF system, replicate the current functions, create transparency through publicly available tools, enable forecasting and what-if scenarios, and optimize school finance system processes via a single system that will be developed and fully supported by ODE IT. Currently the full system is not supported by ODE IT. This project will follow the Software Development Life Cycle (SDLC) process including the creation of all the required system documents to facilitate ongoing maintenance and support by ODE IT. Overall, the system must: Strengthen transparency and improve customer service to Oregonians with respect to state school finance. This will include information for a broader audience in reports and data visualizations posted online or in a web application about calculations used for allocating funds, money allocated to individual school districts and ESDs, improved ad-hoc reporting for school districts and ESDs with respect to estimates of allocation and monthly payments, future estimated revenues, share of district funding provided by the state, and other important information as envisioned in the Governor’s priorities. This transparency will extend to the transaction level where possible and provide traceability from source data to final reports. Integrate with ODE trusted data sources (ODE Consolidated Collections.) The data collection system provides inputs to the State School Fund only. No changes to that system are required by the State School Fund. Allow the State School Fund staff to easily make changes to the funding calculations as mandated by the Oregon legislature and ODE. Changes may be approved by the legislature that must be implemented within a few months. Incorporate auditing capabilities within the system, to reduce or eliminate the need for manual processes.
