Respondent in their Project application must indicate: 1) how they will assure that they have policies and processes in place to confirm the eligibility of Recipient Beneficiaries, namely that they: a) are individuals or families who are City residents living within the Tornado Zone (defined as containing portions of the following neighborhoods: Fountain Park, Ville, Greater Ville, O’Fallon, Penrose, Visitation Park, North Riverfront, Academy, Lewis Place, Kingsway East, Kingsway West, Baden, Fairground, Mark Twain, DeBaliviere Place, Skinker DeBaliviere, Wydown Skinker, Vandeventer and Central West End (see Diagram 1 in VI. Scope of Services) seeking heating utility assistance and processing applications for heating utility assistance at Contractor's designated site(s); and b) have a legitimate utility account with an outstanding balance 2) how they will assure they have fiscal procedures in place for: a) separation of duties; b) avoiding supplanting funds from other funding sources and duplication of payments; and c) coordinating the City Tornado Recovery Zone Heating Utility Assistance (Household Warming) funds with other program funds in order to maximize heating utility assistance 3) clearly demonstrate how the project will fulfill the scope of work priorities, described in this Scope of Services, namely: a) Completing the eligibility determination of all City residents seeking heating utility assistance and processing applications for heating utility assistance at Contractor's designated site(s); b) Assuring that documentation collected from persons seeking heating utility assistance is consistent with other established energy assistance programs operated by Contractor and its partner agencies; c) Collaborating with gas, electric and heating oil vendor(s) to avoid duplicate payments on behalf of Recipient Beneficiaries; d) Coordinating the City heating utility assistance funds with other program funds in order to maximize heating utility assistance to vulnerable families, particularly households with very high heating bills, service disconnection notices, and so forth;
