a. Feasibility Assessment/Messaging 1. Thorough review of the 2025 Godbe community priorities survey results, past ballot measure data and polls, current and historical Town policy documents and video recordings of relevant City Council meetings/discussions to understand ballot measure issues under consideration; 2. Develop education approaches to inform the public about the potential ballot measure(s) based on polling data completed by polling consultant; 3. Assist Town staff with educational messaging to inform the public about the potential ballot measure(s) (ongoing). 4. Collaborate with polling consultant to design, conduct and analyze a follow-up poll (Spring 2026) of voters in the Town of Hillsborough to assess the feasibility of a potential ballot measure; 5. Analyze past election results in the Town and region to understand voter turnout trends and other relevant voting patterns; 6. Research other local, regional and state ballot measures that may be scheduled for the same election as the Town’s ballot measure(s); 7. Make specific recommendations regarding 1) the ballot measure type that best reflects the priorities of Hillsborough residents, and 2) other important ballot measure features; and 8. 8. Review/edit/make recommendations regarding Town communications. b. Ballot Measure Development 1. Work with City Attorney and polling consultant to develop the 75-word ballot question for the measure(s); 2. Work with the City Clerk’s Office to make sure all steps are taken to have ballot measure(s) placed on the November 2026 ballot; 3. Work with City Attorney and polling consultant to develop the full text of ballot measure(s) and other materials that will appear in the voter information guide mailed to all voters; 4. Present recommendations and documents to the City Council; and 5. In coordination with the polling consultant, develop a recommended timeline and calendar from contract start date through completion of project. c. Public Information to Raise Awareness and Educate and Inform of the Potential Ballot Measure(s) 1. Develop legally-compliant informational messaging and fact sheets to be distributed at community meetings and events; 2. Provide legally-compliant informational talking points, frequently asked questions, and message training for staff; 3. Provide legally-compliant informational content related to proposed ballot measure to be added to the Town’s website, used in communications, included in email updates and added to newsletters; 4. Prepare legally-compliant informational PowerPoint presentations for public and community meetings; 5. Write, design, and produce legally-compliant informational mailings to inform residents about the ballot measure(s) and related election issues; 6. Develop plans to inform internal stakeholder groups, including commissions, staff, employee groups, and others; and 7. Develop plans to inform external groups including elected leaders, business leaders, community leaders, neighborhood groups and others.
