a. General Legal Counsel i. Advise and guide the Board of Selectmen, Town Manager, and all elected and appointed boards, commissions, and Town staff on municipal legal matters. ii. Provide formal and informal legal opinions as requested. iii. Conduct legal research and prepare memoranda, reports, and recommendations as needed. iv. Assist the Town in ensuring compliance with applicable federal, state, and local laws and regulations. b. Meetings and Governance Support i. Attend regular and special meetings of the Board of Selectmen upon request and attend meetings of other boards or commissions when required. ii. Draft, review, and approve legal documents, including ordinances, resolutions, contracts, leases, agreements, and municipal policies. c. Litigation and Claims i. Represent the Town in litigation and administrative hearings, including proceedings before state and federal courts and agencies. ii. Prosecute and defend actions on behalf of the Town. iii. Coordinate with and oversee outside legal counsel when specialized or additional representation is required. d. Subject-Matter Guidance i. Advise on matters including land use, zoning, code enforcement, labor and employment, risk management, public records, and open meetings laws. ii. Handle tax assessment appeals, foreclosures, and other real property matters. e. Additional Duties i. Perform other legal services as assigned by the Board of Selectmen or the Town Manager.
