The consultant shall prepare and produce a detailed comprehensive Community Facilities District Formation Study and will support the City of Orange Cove with the continued implementation and maintenance of CFD. The scope of work for the study shall include the following: Task 1: Initial Research and Planning Consultant shall hold a project kick-off meeting with City Manager to discuss the City’s funding needs and objectives for the proposed special tax measure. After gathering the necessary information for the project, the Consultant shall conduct a comprehensive analysis of the desired improvements and services, property ownership, tax base, demographic and political profiles in the City. The analysis will also evaluate various community factors that may affect the proposed special tax measure, such as other local issues and funding measures. The Consultant will then develop a template, task list and strategy that details the process and key milestones for conducting a successful CFD special tax election for new and legacy developments. Task 2: Special Tax Analysis Consultant shall analyze the estimated annual costs for the authorized improvements and services to be included in the CFD as determined in Task 1. The Consultant will work with City personnel to develop a reasonable preliminary cost allocation methodology to the various land uses in the City. If necessary, the Consultant will also work with the City’s finance director on land-secured financing options for the improvements. The Consultant will then prepare a preliminary description of services and facilities to be funded by the CFD and a preliminary rate and method of apportionment (“RMA”) of the special tax. Upon completion, the Consultant will review the technical analysis, the RMA, and recommendations with the City Manager and make any necessary adjustments. Task 3: City Council Presentation Consultant shall present the key findings and recommendations from Task 1 and Task 2 to the City Council at at least two meetings. Additional communications are expected to be provided through memos, e-newsletters, or other means to be determined and agreed upon. Please suggest such methods in your proposal. When formation becomes imminent, informational flyers should be prepared and disseminated, including tables for City and public review regarding the recommended tax program. Task 4: Prepare Special Tax Formula Under this task, the RMA of the Special Tax that defines the special tax program approved would be prepared. The recommended Special Tax Formula will be distributed to the City, Financing Team, and Public for feedback. Based on input from all parties, a final version of the Special Tax Formula will be prepared. Task 5: Documentation and Reports Documentation needed for the adoption of a Resolution of Intention to form a CFD will be prepared. All documents (except for legal documents such as ordinances and resolutions) needed for formation of a CFD will be provided as well as draft staff reports for City Council action. Task 6: Attendance at City Council Meetings Attendance at a minimum of two City Council meetings is required. For your planning purposes, regular meetings are held on the 2nd and 4th Wednesdays at 6:30pm each month. Task 7: Final Report The final written report will present the results of each task and the final recommendations/ actions. The various documents prepared during the activity will be included in the Final Report.
