• Hearing Officers will conduct Informal Hearings requested by voucher program participants who believe they have been aggrieved by an action or failure to act by Fresno Housing’s Housing Choice Voucher & Initiatives Department (HCV) involving their rights or applicable regulations. All hearings must comply with the policies outlined in Fresno Housing’s Administrative Plan. • Examples of situations that may result in hearing requests include, but are not limited to, the denial of a reasonable accommodation request or a proposed termination of assistance due to violations of the program’s Family Obligations. Hearings may not be used to address disputes between tenants, class grievances, or any attempt to initiate, negotiate, or revise Housing Authority policies governed by state, federal, or local law. • Although Fresno Housing will provide Hearing Officers with orientation and training on the hearing process, Hearing Officers are responsible for ensuring they fully understand applicable program rules and regulations. Hearing Officers must also be available with approximately one week’s advance notice.
