The selected Consultant will provide SCADA support and integra6on services for the City of Shelton under two service types: a) On-Call Services, consis6ng of as-needed troubleshoo6ng or technical support, including aNer-hours emergency support when needed, and minor system adjustments required to maintain reliable opera6ons of the City SCADA system; and b) Project-Specific Assignments, consis6ng of defined scopes of work, typically associated with capital improvement projects or major system upgrades, authorized through individual Task Orders. Work under both service types may include, but is not limited to, the ac6vi6es described in the subsec6ons below. 2.01 Diagnos8c and Technical Support Services • Troubleshoo6ng system alarms, faults, and communica6on issues. • Providing remote and on-site technical support to resolve opera6onal problems. • Assis6ng City staff in diagnosing issues and restoring normal SCADA system func6onality • Advising on short-term correc6ve ac6ons and longer-term solu6ons to prevent recurrence. 2.02 Planning and System Improvement Support • Providing recommenda6ons for improving system reliability, resiliency, and security. • Assis6ng with research and evalua6on of poten6al upgrades to SCADA hardware, soNware, and communica6on systems. • Suppor6ng the City in procurement of new equipment/soNware, including development of specifica6ons if requested. • Assis6ng with implementa6on and integra6on of approved upgrades or improvements. 2.03 Project-Based Integra8on and Upgrades • Suppor6ng capital or major maintenance projects requiring SCADA integra6on. • Designing and implemen6ng system modifica6ons to integrate new wells, reservoirs, treatment processes, or other facili6es into the SCADA network. • Upgrading obsolete equipment (e.g., PLCs, RTUs, radios, servers) • Ensuring SCADA system modifica6ons are consistent with cybersecurity best prac6ces and industry standards.
