The Washington State Department of Labor & Industries (hereafter called L&I or the Department) is initiating this solicitation to obtain responses from nationally recognized professional testing agencies interested in contracting with L&I to provide computer based testing for plumber examinations. This Solicitation is seeking development, administration, and scoring services for examinations including but not limited to the following: Certification examinations for Journey level plumbers, Residential Specialty plumbers, Residential Service plumbers, Pump and irrigation and Domestic well Specialty plumbers, Backflow Assembly Tester plumbers, and Medical Gas piping installer endorsements. Authority for this Solicitation for examination services is pursuant to RCW 18.106.050. The contractor must deliver and administer computerized exams to applicants at Public Testing Centers staffed with live in person proctors that are present for the duration of any examination. Delivery of remotely proctored internet based examinations is not approved, but may be considered in the future by L&I and the Washington State Plumber Advisory Board for plumber exams. L&I sets examination fees in its contract with the testing agency. Candidates pay an examination fee pay to the testing agency. The fee shall cover but not exceed the costs of preparing and administering examinations. The term of the contract may exceed multiple biennia for the plumbers program, the current average for three years are as follows: • Backflow: 175 • Domestic Pump or Pump and Irrigation: 32 • Journey Level: 2082 • Med Gas: 17 • Residentialservice: 230 • Residential Specialty: 1499 Journey level and Specialty Plumber Examinations: 1. L&I is the exclusive provider of examination questionsto the contractor. 2. Examinations may consist of multiple sections that must be passed within one year. 3. For all administrator examinations: a. Preapproval from L&I is required. b. To successfully complete examinations, the candidate must make passing scores on all exam sections. If the candidate fails to make passing scores on all applicable sections at the set examination date they must get pre-approval from L&I prior to testing again with the contractor. The contractor shall not schedule any candidate for an exam without prior L&I approval. When beginning a one-year examination period, the candidate must attempt all sections that day within the allotted 4 hours provided.
