Technical Specifications The City of New Orleans seeks to solicit bids from experienced service providers to provide Supplemental Equipment with Experienced Operators to assist with the transport of workers engaged in the collection of debris and other related tasks (the “Services”) resulting from, but not limited to, special events collectively and singularly, (“Events”) in a timely, efficient, and cost-effective manner. The City cleans up after special events throughout the year, with a peak occurring during the twoweek period of Mardi Gras parades. The City will award a contract (the “Contract”) to the lowest, responsive and responsible bidder. The contract will be used primarily by the Department of Sanitation, but may be used on an as needed basis, by other Departments. Operational Specifications • The City shall authorize the Contractor in writing to provide supplemental equipment at the specified hourly rates. The Services shall be initiated only upon receipt of a written work order from the Director of the Department of Sanitation, which shall include the scope of work and an estimate of the maximum fee that can be charged for the work. The City will not pay any invoices without a Work Order for each Service request. • Work Orders will define, among other items, the type and number of equipment requested and associated operators, job to be completed, location(s) of the job(s) and time frame for completion. Contractor must confirm in writing the ability to fulfill the work order. City must receive said confirmation within twenty-four (24) hours of sending the work order. In the event the Contractor is unable to fulfill the order, the City may cancel the work order and place the request with another Contractor. • The City reserves the right to alter the location of the services and/or event and/or times required after the issuance of a work order in order to respond to dynamic reports of where debris removal is most needed. Such modifications can occur without the issuance of a new work order. If additional equipment is required, the City will issue a new work order. The Contractor must be able to rapidly adjust the flow of resources based on the fluid nature of the work event. • The City shall submit requests for supplemental equipment at least five (5) business days in advance of proposed service date(s). • At the direction of the City, buses may be asked to remain at the event staging location. Buses are required to remain accessible, so that workers may take cover from weather elements while they wait for clean-up operations to begin.
