The City of Saratoga Springs is seeking a vendor qualified to assist with the collection and valuation of Commercial Inventory. The project will consist of existing, recently improved, and/or new construction Commercial Properties. All properties will require a new Commercial property record card, sketch, and digital photos. These will be completed in a manner consistent with accepted industry standards of appraisal practice, methods, and procedures for purposes of developing an opinion of value for existing, improved or newly constructed Commercial structures within the City of Saratoga Springs. All data items will be recorded on the Standard Office of Real Property Tax Service Form RP-3105 and comply with existing rules and regulations governing data collection. Sketching will be done to scale when possible. Parcels with multiple buildings will also require a plot plan showing the location of each building. The buildings should be numbered with the same building number recorded on the card. The plot plan need not be to scale. Photos and sketches will consist of both a digital format that can be uploaded into RPS and a paper hardcopy. Each building on a property will have its own photo. All property data collection and valuations are to be completed in a timely manner. New Commercial Property will require a full value estimate, and additional value estimates may be required as determined by the Assessor. Responses to this request for proposal must include the City's Risk and Safety Agreement along with the required certificate of Insurance as outlined in the Agreement. The specification herein states the minimum requirements of the City. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The City may consider as "irregular" or "non-responsive" any bid not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the City to make a reasonable determination of compliance to the specification. It shall be the Bidder's responsibility to carefully examine each item of the specification. Failure to offer a completed bid or failure to respond to each section of the technical specification may cause the proposal to be rejected without review as "non-responsive". All variances, exceptions and/or deviations shall be fully described in the appropriate section.
