1. Experience in Freight Planning: The proposer must demonstrate at least five (5) years of experience conducting multimodal freight planning for a large MPO or similar regional planning agency, including development of freight plans (as the primary consultant), corridor-level analyses, and technical freight policy guidance for urban and rural contexts. 2. Experience in Freight Data Analysis and Forecasting: The proposer must have a minimum of five (5) years of experience compiling and interpreting freight data sources such as FAF, Transearch, GPS truck traces, and truck counts to describe existing conditions and develop forecasts of tonnage, value, and truck movements at corridor, subarea, and regional scales. 3. Freight Needs and Project Prioritization: The proposer must demonstrate experience identifying freight bottlenecks, last-mile connectors, and supply chain vulnerabilities, as well as developing project evaluation and prioritization frameworks aligned with federal performance measures, MPO goals, and competitive grant programs. 4. Policy and Strategy Development: The proposer must demonstrate knowledge of key freight policy issues such as truck parking, zero-emission freight corridors, and supply chain resilience, with proven ability to prepare draft policy language, funding strategies, and phased implementation roadmaps. 5. Stakeholder and Interagency Coordination: The proposer must demonstrate experience engaging freight stakeholders—including shippers, carriers, terminal operators, and public agencies—through Freight Advisory Committees, industry roundtables, and bi-state discussions, and must show the ability to synthesize input into planning deliverables. 6. Data Visualization and Technical Communication: The proposer must demonstrate ability to produce clear and professional reports, maps, dashboards, and briefing materials using GIS, InDesign, or other compatible software to communicate technical freight findings to diverse audiences. 7.
