1. Participant Navigation and Monitoring: a. Accept all participant referrals from the Grand Forks County State’s Attorney’s Office. b. Initiate direct contact with participants upon referral to explain program expectations and available support. c. Assist participants in gaining access to community resources and services. d. Build and maintain relationships with community providers to ensure effective coordination of services. e. Maintain ongoing communication with participants throughout their diversion participation, offering consistent encouragement, accountability, and guidance. f. Providers shall conduct in-person meetings with participants no less than once per month. Additional in-person meetings shall be held as needed to support participants in meeting diversion agreement requirements. Supplemental communication via phone, email, or other secure electronic communication platforms may be used to maintain continuity of services. g. Maintain records for active diversion participants. h. Track compliance with program conditions including, but not limited to: i. Treatment attendance (substance use, mental health, or other counseling as required) ii. Drug and alcohol testing and results iii. Completion of community service hours iv. Restitution and fee payments v. Scheduled check-ins or appointments with the program coordinator vi. Other individualized conditions specified in diversion agreements vii. criminal records check and monitoring 2. Reporting: a. Provide regular written compliance reports to the Grand Forks County State’s Attorney’s Office and the DOCR diversion coordinator. b. Notify the prosecuting agency of any noncompliance or program violations as required by the State’s Attorney’s Office. c. Submit quarterly summary reports aggregating program statistics (e.g., active cases, completions, terminations). 3. Communication and Coordination: a. Maintain open, timely communication with prosecutors, defense counsel, treatment providers, and DOCR program staff. b. Participate in periodic program meetings, as requested. c. The bidder will collaborate with the DOCR and Grand Forks County State’s Attorney’s Office regarding program oversight and participant compliance status 4. Data Management: a. Maintain a secure, confidential record-keeping system that ensures data integrity, accessibility, and compliance with DOCR privacy standards. b. Ensure all records are returned or securely destroyed at contract closeout. 5. Program Evaluation Support: a. Cooperate with DOCR and local partners in providing data necessary for performance measurement, outcome tracking, and evaluation.
