The City of Trenton (“City”) is soliciting proposals from qualified firms to provide end-toend administrative services for the disposition of City-owned vacant properties. The selected firm will manage the application/letter of interest process, perform financial and development underwriting, and coordinate and manage the real estate closing for each approved property sale. The objective is to streamline the disposition process, increase efficiency, improve customer service, ensure legal compliance, and support strategic neighborhood redevelopment goals. The firm selected should provide comprehensive services that include, but are not limited to: • Conduct initial eligibility screening for applicant completeness and basic qualifications. • Provide customer service support, including applicant inquiries, status updates, and process guidance. • Issue deficiency notices and track corrections. • Maintain a secure digital database of all applications. • Conduct financial underwriting of proposed purchases and development plans. • Assess applicant capacity, funding sources, creditworthiness, and project feasibility. • Evaluate property-specific conditions relevant to redevelopment. • Verify compliance with City ordinances, zoning requirements, and redevelopment plans. • Prepare written underwriting reports and recommendations for City review and final approval. • Coordinate with City Departments (HED, Administration, Law) for additional required documentation or clarification. • Prepare agreements of sale, addenda, and required disclosures in coordination with the City’s Law Department. • Coordinate scheduling with buyers, attorneys, title companies, and the City. • Ensure buyers meet all conditions prior to closing...
