The Primary objectives of this project are: 3.1 Integrate Existing Systems and Plans Align and incorporate the current operational structures, service models, payment platforms, trip planning and strategic plans of GTA, Hi-Tran, PART, and countyprovided transit into a unified county-wide transit framework. 3.2 Enhance Service Coordination and Rider Experience Identify and reduce friction points for riders transferring between systems by improving connectivity, fare integration, transfer infrastructure and schedule alignment. 3.3 Advance Accessible Transit and Mobility Ensure transit modes are responsive to the mobility needs of residents by analyzing existing and forecasted demographic and geographic gaps and proposing equitable service enhancements. This should include an assessment of current resources, including, but not limited to, Ride the Triad. 3.4 Support Reginal Mobility and Economic Development Promote a connected transit system consistent with area land use plans that supports access to jobs, education, healthcare, and regional economic centers, contributing to broader goals for growth and mobility. 3.5 Establish a Long-Term Vision with Actionable Strategies Develop a phased implementation plan with short-, medium-, and long-term recommendations, grounded in financial feasibility and performance-based metrics. 3.6 Position Guilford County for New Funding Opportunities Produce a formal NCDOT- and MPO -aligned mobility development plan that enhances the County’s eligibility for state and federal transit funding under statutes including G.S. 136-44.27, G.S. 136-66.2, and G.S. Article 43, Sections 105-510 and 105-510.1. A successful plan will identify available opportunities for funding. 3.7 Foster Collaboration Across Agencies and Stakeholders Build consensus among local transit and mobility providers, including pedestrian, rail and air transportation providers, municipalities, regional partners, and the public through a transparent and inclusive engagement process.
