omplete design, permitting, and construction services for a new septic system servicing the Pavilion located at 4 Richmond Town House Road, Richmond, Rhode Island 2. Site Evaluation and Soil Testing The Contractor shall: • Conduct a complete site evaluation of existing ground conditions in accordance with RIDEM Subsurface Wastewater Treatment System (OWTS) regulations. • Perform soil evaluations, percolation testing, and groundwater table assessments as required. • Document findings and incorporate environmental mitigation requirements identified in the HUD 24 CFR Part 50 Mitigation Plan. • Coordinate with Richmond DPW regarding access, scheduling, and any site constraints. 3. Septic System Design The Contractor shall: • Prepare a complete septic system design tailored to site conditions, pavilion usage, projected flows, and regulatory requirements. • Ensure the design conforms to the Council-approved Pavilion and Concept Plan (Exhibit B). • Integrate all environmental mitigation measures required under HUD 24 CFR Part 50 including, if applicable, wetland protection, stormwater controls, erosion prevention, or construction timing restrictions. • Prepare stamped engineering drawings, system layout, tank sizing, leach field configuration, piping plan, elevations, and setbacks. • Submit design documents to RIDEM, the Town of Richmond, and Richmond DPW for review and approval. • Revise design as necessary to achieve final regulatory approval.
