Provide advice and assistance to the Township Council and administrative staff to draft customized ordinances, policies, and procedures governing the installation, location, and deployment of 5G wireless technology, hardware, and facilities. Provide advice and recommendations concerning all laws and regulations governing the installation, location, and deployment of 5G wireless technology, hardware, and facilities, and review, and where necessary recommend revisions to, all Township ordinances, policies, and procedures to ensure compliance therewith. Preparation of a master plan of proposed 5G wireless locations and various instruments, including but not limited to, a franchise agreement, master pole attachment, or other form of master agreement, to effectuate the installation, location, and deployment of 5G wireless technology, hardware, and facilities. Preparation of individual suite agreements, including but not limited to individual pole attachment agreements and/or right-of-way agreements with various wireless carriers to effectuate the installation, location, and deployment of 5G wireless technology, hardware, and facilities. Negotiation and preparation of lease and license agreements for antennas and cell site facilities on Township-owned property. Review and recommendations to Township officials concerning all wireless cell site and 5G small cell development applications. Review and oversight of construction and upgrades to 5G wireless facilities to ensure compliance with all applicable agreements, ordinances, policies, and procedures. Preparation and issuance of annual reports of all cell site facilities in the Township, including applicable safety information. Development of a publicly-accessible GIS mapping system depicting all wireless locations in the Township and with specific information for each location, including, but not limited to, coordinates, equipment specifications, and health and safety reports. Interface and negotiate with carriers in the processing of applications for approvals for the construction, installation, or modification of 5G wireless technology, facilities, and hardware, and establish a reasonable fee schedule to be paid by carriers. Attend meetings and work sessions with the Township Council or other Township officials as necessary or upon request. Consultant’s services will be paid from fees collected from carriers.
