The Town of Watertown is soliciting bids for an on-call contract to provide cured-inplace pipe (CIPP) lining and related services for storm drainage infrastructure throughout the town for the calendar year 2026 to 2027. Work will be scheduled by the Town on an as-needed basis and may include CIPP installation for 12, 15”, 18”, 20”, and 24” storm pipes of various materials. Pipes are anticipated to be 25% or less obstructed and typically require cleaning (1–2 hydro jet passes). The CIPP price will be all inclusive and all lateral connections shall be reinstated using robotic cutter to recreate openings. The estimates included in the bid are for Baldwin St, Belden St, Hillside Ave, and Wilson St. Each project on call that is over $100,000.00 is required to follow prevailing wages according to Connecticut General Statues 31-53, 93-392. If additional CCTV (closed circuit television) work is required, the Town may authorize these services under the bid items included in the proposal schedule. This inspection will determine the condition of the pipe and be recorded for documentation. The contractor will follow standard compliance including NASSCO, PACP, MACP, LACP, WRc and ISYBAU. Inspection will be performed above the flow line using color video recording. A copy of the recorded video footage will be upload to a program similar to WinCan web as well as a condition report and invoice emailed. As needed, per pipe camera inspection, contactor will use high-pressure hydro jetting to clean and sweep downstream any debris and/or clogged pipes and cut and descale blockages as discovered and necessary. Anything other than roots/rocks/ dirt and debris that cannot be removed using standard drain cleaning jetting and descaling equipment will require an additional Robotic cutting service. This service includes the Jet/ Vacuum Combo Truck with 2 Operators. Port to Port includes to the job site location, on site time, travel time to dump site location (Watertown transfer station).
